James Palumbo

Mr. Palumbo is one of the founding partners of Quad3 Group. He is currently involved with the Environmental Group as well as the Site Development / Utility Division. His involvement includes working with concept development, planning and working with federal, state and local regulatory agencies in the permitting and completion of projects.
Prior to his efforts at Quad3, Mr. Palumbo was the Chief Engineer for the Pennsylvania Gas & Water Company where he managed the engineering for water and gas systems operation and construction. While at that company, he developed research projects with the US Department of Energy and the Institute of Gas Technology involving synthetic fuels and synthetic fuel processing. He was awarded several study projects in the synthetic fuel area and has authored several papers on hydrogen production and use. Through his working with utilities, he was selected to become a member of the Piping Systems Institute at Utah State University. He was appointed to the American Water Works Association National Committee of Plastics in the Water Works Industry by the Director of the Association and served on the committee for several years. In his previous career, Mr. Palumbo was a flight test engineer at the Experimental Engineering and Test Operations Facility for the Aircraft Engine Group of the General Electric Company.
Mr. Palumbo attended the University of Scranton’s Pre-Engineering Program and graduated with a Bachelor of Science from the University of Cincinnati. He is a Registered Professional Engineer in Pennsylvania and in several states throughout the northeast. He is an instrument rated private pilot with his plane hangared at the Wilkes Barre Scranton International Airport. He is a member of the Board of the Scranton Chapter of the American Red Cross and a life member of the American Water Works Association. Mr. Palumbo is also a certified diver using those skills in work and recreation.
Jim and his wife, Karen, reside in Moosic where they ski at Montage, golf and attend the Red Barons and Penguins games. They have two sons, James and Nathan, both of whom are engineers.
